Yes. Under Wisconsin law, it is illegal for a person under the age of 18 years to have sex. A minor cannot have consentual sex, because a minor cannot give consent to engage in any sexual activity. It is illegal for a person who is over the age of 18 years to have intercourse with a minor, or to engage in any type of sexual activity with a minor.
